The crime happened around 7:13 p.m. at North Avenue Beach, 1600 North Lake Shore Drive, in Lincoln Park.
Three black males, 10 to 12-years-old, stole a brown purse containing a cell phone, said investigators.
One child was wearing red short pants.
As of 7:50 p.m., there was no indication police made contact with the baby-thugs.
